April 17, 1940: "The Work Projects Administration will build a 46-foot steel lookout tower atop Phillips mountain, one of the highest peaks in the Kiamichi range in LeFlore county, to aid in fire discovery.
It will be built for the United States Forest Service. The tower is included in a project costing $5,288, a part of which will be used to construct a two-room cabin for forest rangers and fire fighters." (The Panhandle Herald)
